This mom cares enough to take drastic action. Many parents of kids like him don't care so we should blame them. However, this tactic doesn't address the issues of bad grades. Maybe you can try taking away priviledges or something else he likes. Maybe have him tour around town and see all the junkies and losers working in garages or gas stations or Wal-Mart to scare him straight
