boston marathon questions

I was at the gym yesterday and the news was on the TV. It asked Did the US fail in the Boston Bombing? My guess: yes. It happened 12 years after the WTC after which time we were on full alert about terror activity. Zarnev's mom was into fundamentalist Islam which was where all of our national security was focused after 9/11 so she shouldn't' t have been missed. The Russian govt. told the feds that Zarnev's brother was a bad influence. After being on high alert for terror after 9/11 he should have been closely watched. But maybe, we were so busy focusing on the Middle East, we didn't think about the Balkan countries.
