emergency drills:necessary both morally and legally

We had all sorts of internal and external triage drills going on since lunchtime. Although they seem like an annoyance; we had to sit under the desk for about 15 min and everybody on the other side of the door was looking at us and laughing (btw) not sitting under a table, they are necessary in the event of a real emergency. One lady said last year a small earthquake happened right after  they had a triage drill. You have to look at them from both the letter and spirit of the law. The state says that they must be implemented and enforced. From the moral standpoint, they SAVE LIVES! Since the hospital's ultimate mission is patient care: the hospital must willingly implement procedures to save patients' and employees' lives in ways other than just clinical services.
